State Survivor Benefits For Texas

Hazelwood Act


  • Children, stepchildren, and spouses- remarried and unremarried
  • Children must be under the age of 25
  • Service members cause of death must be ruled line of duty or a service connected disability by the Department of Veterans Affairs, Suicides are covered provided it can be proved that they were service connected (PTSD)
  • Service member must have entered service from Texas, or listed it as home of record, student must be a Texas resident at time of application
  • Cannot be used with federal benefits


  • Waiver of tuition and fees
  • Does not include room, board or books
  • Covers 150 credit hours
  • Must be used a Texas funded postsecondary institution
  • Can be used towards graduate degrees


  • Copy of DD214 military record or DD1300
  • Copy of student’s birth certificate
  • Copy of service members death certificate
  • Marriage certificate
  • Proof of residency
  • Tax returns
  • VA certification
