  • Children and stepchildren
  • Students must be between the ages of 16 and 25
  • There are no cause of death stipulations
  • Service member must have entered service from Ohio, been an Ohio resident at time of death or a resident for 4 of the last 10 years
  • Cannot be utilized with federal benefits that cover tuition and fees, can be used with any scholarship for additional costs


  • Waiver of 93% of tuition and fees at an Ohio public postsecondary institution
  • $6,628 for a private postsecondary institution in Ohio
  • Does not cover room, board or books
  • Can be used for a maximum of 10 semesters
  • Can only be used for an undergraduate degree


  • Copy of DD1300 or DD214
  • Copy of service members death certificate
  • Copy of marriage license for stepchildren
  • Proof of residency
  • Most recent transcripts
