Prior to his joining TAPS, from 2003 through 2004 Dan served as Senior Advisor for Communications at the Coalition Provisional Authority (CPA), Baghdad, Iraq. As the senior official reporting to presidential envoy, Ambassador L. Paul Bremer, Dan drove Iraqi reconstruction activities and was the architect of the US Government’s $1.0 Billion investment in the telecommunications and postal services infrastructure. Working alongside Iraqi officials, he also directed the stand-up of the Ministry of Communications and the country’s newly-formed “FCC” regulatory entity, the Iraqi National Communications and Media Commission. Before 2003 Iraq had no cell telephones. In 2006, Iraq now benefits from having three independent, competitive mobile wireless [cell] telephone carriers providing service to over six million subscribers.  He also oversaw the rapid expansion of Iraq's broadcast media for radio, TV, and Internet.

Dan began his industrial career with Bell Laboratories and its parent companies, AT&T and Western Electric. He was chief engineer of AT&T's Singapore manufacturing operations and later launched AT&T's Manufacturing Systems business unit where he served as COO until 1990. In 1992 Dan was CIO of an AT&T joint venture with the Dutch company, Philips.  In his final AT&T assignments he led its health care  business unit, built the Defense Department's global telemedicine network, and directed the spin-off of Lucent and NCR as independent entities.

His career then migrated toward leading entrepreneurial businesses. From 1997-2000, he was Senior VP and COO of World Research Advisory, a syndicated advisory service for finance executives. From 2000-2001, he was Executive VP with Wizdom Technology Systems, a software company. And, from 2001-2003, Dan was SVP with Cantabs, Inc., a trade and technology investment company. Dan concurrently owns a technology consulting business, Trident Scientific.  With Trident, Dan advises a variety of companies in various stages of formation, capital raising, and business development.

Concurrent with his private sector career Dan has served his country. Prior to his recent tour in Iraq, the White House appointed Dan from 1990-1991 to oversee the consolidation of the Defense Department’s Information Technology (IT) systems. He also served a parallel career as an engineering duty officer in the active Navy and Naval Reserve components.  and having held five commands, he retired after 29 years  in 1998 at the rank of Captain (O-6).

Dan earned his bachelor's degree from the University of California; MS and PhD degrees in physics and physical chemistry from Pennsylvania State University. He completed senior executive programs in public policy at Harvard University, in national security at the National Defense University, and in finance at Rutgers University.  He divides his life with home and family in Washington, DC, and in Lake Oswego, OR.
