LTC Scott E. Rutter (USA, Retired)

LTC Scott E. Rutter was born in Philadelphia, Pennsylvania on August 3, 1962. He is a 1983 Distinguished Military Graduate of Campbell University in Buies Creek, NC. After receiving a BA degree in History, he was commissioned as a Second Lieutenant in the Regular Army. Prior to active duty he was commissioned in the North Carolina Army National Guard and served one year as a Mechanized Infantry Platoon Leader with C Company 1st Battalion 120th Infantry (MECH) in Smithfield, North Carolina. His first active duty assignment was with the 101st Airborne (AASLT) Division where he served consecutively with the 1st Battalion 502nd Infantry as a Rifle Platoon Leader, Battalion Mortar Platoon Leader, S3 Air Operations Officer, and Battalion Logistics Officer.

Upon graduation from the Infantry Officers Advanced Course, LTC Rutter was assigned to the 1st Infantry Division (MECH) - "The Big Red One" at Fort Riley, Kansas. From 1988 until 1990, LTC Rutter served as the Second Brigade Assistant S3 Operations Officer and as the Brigade Plans Officer. In April of 1990, LTC Rutter took command of C Company 2nd Battalion 16th Infantry. He fought with his Rifle Company during Operation Desert Storm and Desert Shield. After returning to the United States, LTC Rutter assumed command of the Headquarters Company of the Second Brigade where he served as Commander until his departure in March of 1993.

In March 1993, LTC Rutter was selected to serve as a Small Group Instructor for the Infantry Officer's Advance Course at the United States Army Infantry School. In May 1994, LTC Rutter was appointed a Tactics Team Chief. His job included the role of course facilitator and monitor of the Infantry Pre-command Course where he taught all tactics courses to command selected infantry battalion and brigade commanders. In December of 1995, LTC Rutter was appointed the Chief of Tactics for the Infantry School. He was responsible for all infantry tactics courses, which included the Infantry Officers Advance Course and the Infantry Pre-command Course.

In July 1997, LTC Rutter was assigned as the Executive Officer of the 1st Battalion 9th Infantry, 2nd Infantry Division which is forward deployed in the Republic of Korea. In July of 1998, he was selected to serve as the Second Brigade S3 Operations Officer for the 2nd Brigade, 2nd Infantry Division. In July 1999, LTC Rutter returned to the United States and served with the Defense Intelligence Agency as a Senior Intelligence Officer with the Directorate of Systems. In October 2000, LTC Rutter assumed command of the 2nd Battalion 7th Infantry Regiment, 3rd Infantry Division (MECH) as Fort Stewart, GA which fought as the main effort during Operation Iraqi Freedom. LTC Rutter honorably retired from the United States Army in November 2003 and has pursued private business and employment opportunities while remaining involved in national, state and local community affairs.
