Charlotte Tsoucalas
Since 2006, Ms. Tsoucalas has directed and served the Washington, DC Office of TriWest Healthcare Alliance, a company that delivers health care to military beneficiaries in a 21 state region west of the Mississippi River, serving 2.9 million. The Washington, DC office is the focal point for government relations activities of the company.
For the previous ten years, Ms. Tsoucalas provided consulting services to a variety of health care firms with a practice in military health care, covering the full spectrum from health care delivery to procurement preparation and response strategies. The companies have included full service medical/surgical companies, behavioral health firms, national dental and vision services companies, uniformed service treatment facilities, resource sharing firms, pharmaceutical services companies, major health care information and technology firms, and medical research and development organizations. She founded Defense Health Advisors, Inc. in 1997.
Previously, she had seventeen years of federal government experience in both the legislative and executive branches, where she was responsible for health care policy and delivery issues. She worked for ten years for the Assistant Secretary of Defense for Health Affairs. She served as part of the team which developed, evaluated and awarded the original major managed care program for the Civilian Health and Medical Program of the Uniformed Services (CHAMPUS), and as Director for Health Policy and Program Integration.
In addition, she served as Legislative Counsel to U.S. Senator Henry M. Jackson, as Executive Director of the Hereditary Cancer Institute and as a legal advisor to the federal Select Panel on Child Health.
She currently serves as the Board Chair to the Institute of Federal Health Care, an organization designed to bring open discussion and solutions to the major issues confronting federal healthcare, and as a Board Member to the Inova Alexandria Hospital Board of Lady Managers, a humanitarian organization committed to serve the unmet medical needs in Alexandria. In addition, she provides pro bono legal support to the Gold Star Wives of America, a support membership organization for military widows.
She earned her J.D. degree at Georgetown University, an M.A. in Linguistics from the University of Massachusetts, and a B.A. in Literature/Journalism from the University of Nebraska.
